C-Roads Germany

Description

C-Roads Germany is one of 19 national pilots which trial cooperative services in a real traffic environment. Germany as Member State will contribute to the C-Roads cooperation by the findings of the implementation and operation of in total eleven different Day 1 and Day 1.5 cooperative intelligent transport systems (C-ITS) services on motorways and in urban environments, which will be deployed in five different pilot sites.

Since 2016, C-Roads Germany is one of 19 national pilots which trial cooperative services in a real traffic environment. Germany as Member State contributes to the C-Roads cooperation by the results of the implementation and operation of a total of eight different Day 1 C-ITS services by using ETSI ITS G5 (short range) communication on motorways. These services were implemented at two different pilot sites. The national demonstration events of the C-ITS Pilots Hessen and Niedersachsen took place at the end of 2020.

The services in Hessen were deployed on the DRIVE test field Hessen and were implemented by Hessen Mobil, Swarco Traffic Systems, AVT Stoye, Continental Teves, GEVAS software, Heusch/Boesefeldt, Bayrische Medien Technik, Hessen Digital Radio and Garmin Würzburg. The Hessian C-ITS infrastructure was improved by expanding the already existing services road works warning and probe vehicle data and by implementing five new C-ITS services. Extensive tests ensured a regular exchange of information to harmonise specifications and functionalities.

The services in Niedersachsen were deployed on on the North Sea-Baltic and Orient/East-Mediterranean corridor (motorway A2/A39) near Braunschweig and Wolfsburg were implemented by Nordsys, OECON, IAV, the Ministry for Economy, Labour, Transport and Digitalisation of Niedersachsen, e-Shuttle and the German Aerospace Center (DLR) as associated partner. The activities focused on three new C-ITS services on the motoway A2 and the connection of these 3 Roadside Stations and in future a further 12 Roadside Stations along the motorway A39 to the Traffic Management Centre.

In 2019, the deployment of C-ITS in urban areas has started with the new C-Roads Germany - Urban Nodes project and will end in December 2023. Within the framework of the C-Roads platform, the project contributes to the implementation and operation of services in three different urban nodes in Hamburg, Hessen/Kassel and Dresden. As a geographical extension and technical complement to the first C-Roads Germany project, the support and harmonisation of Day 1- and Day 1.5 C-ITS-services in urban environments is ensured.

Location Description

The activities of C-Roads Germany will be realised in five pilot locations at federal state level and urban level.

At federal state level, activities take place in the federal states of Hessen on the Rhine-Alpine corridor on motorways around Frankfurt am Main and in Niedersachsen on the North Sea-Baltic and Orient/East-Mediterranean corridor (motorway A2) near Braunschweig. At the urban level, activities take place in the urban and interurban areas in the Free and Hanseatic City of Hamburg, the City of Kassel and Dresden.

C-ITS Pilot Hessen

  • Units deployed: 60 Roadside and Vehicle ITS Stations for seven different C-ITS services - stationary at gantries and traffic lights as well as mobile on warning trailers, in winter maintenance vehicles and cars
  • km equipped: 280 km in the federal state of Hessen on the Rhine-Alpine corridor on motorways around Frankfurt am Main
  • Equipped services: Probe Vehicle Data (PVD), Road Works Warning (RWW), Shockwave Damping (SWD), Traffic Jam Ahead Warniing (TJW), Green Light Speed Advisory (GLOSA), Emergency Vehicle Approaching (EVA), Maintenance Vehicle Warning (MVW)

C-ITS Pilot Niedersachsen

  • Units deployed: 3 Roadside and 2 Vehicle ITS Stations for three different C-ITS services – stationary on gantries as well as mobil on winter maintenance vehicles and cars and futher 12 Roadside ITS Stations are connected to the Traffic Management Centre (TMC)
  • km equipped: 8 km in the federal state of Niedersachsen on the North Sea-Baltic and Orient/East-Mediterranean corridor (motorway A2) near Braunschweig and further 14 km on the motorway A39
  • Equipped services: Probe Vehicle Data (PVD), In-Vehicle Signage (IVS), Maintenance Vehicle Warning (MVW)

Schedule

The first C-Roads Germany project has started in February 2016 and ends by the end of 2020 (extended for 1 year until 31.12.2021). The last deployments of the different Day 1 C-ITS services in Hessen and Niedersachsen will be finished in Q2/2020. The national final demonstration events are planned in September 2020 in Hessen (Frankfurt) and Niedersachsen.

Key Performance Indicators

The planned deployment of the different Day 1 and Day 1.5 C-ITS-services in various German pilot locations will be monitored through different milestones and countable pilot deployment indicators. Indicators shall be used to monitor and demonstrate the progress and to evaluate impacts and performance of the developed C-ITS services for safety, efficiency and environment. The used assessment methodologies shall be aligned with other ongoing initiatives in the EU and shall document the operational experiences and estimate the quality of the service which were deployed within the national pilot activities. Additionally, the results of the external performed cross-site tests within the German pilot sites have to be taken into account in the overall assessment process.

To ensure a successful deployment of harmonised C-ITS infrastructure in Germany, which fulfils the interoperability requirements of a common European C-ITS approach, it is essential to define and establish specific evaluation processes. For this reason, harmonised evaluation methodologies based on the activities within the C-Roads Platform will be developed and tested. The overall aim is to achieve a conformance and interoperability assessment, which can be used in a first phase on a national level and in a second phase on a European level to evaluate if interoperability of the pilot services was achieved. A possible approach to do this is to build up a specific test vehicle.
